If all items are taken upon arrival and given later, would a character who has a power controlled by an item either:

*Be given that item as an exception
*have his power nullified in general

In this case, I speak of Scott Summers, who at his canon point can control the power of his eye beams while he’s wearing ruby quartz sunglasses, but due to trauma relies on them to turn them off!
