Characters can not sponsor or otherwise advertise directly on the streams. The streams are ad-free and characters do not have any admin access to them—otherwise they could simply shut the stream down if they wanted to. If they want to make a network post hyping up their clone and asking others to watch, however, no one would stop them.
When a character is in a coma due to a hiatus or canon update, their clone carries on as normal. The stream is always going, always online, for as long as they are in game. Post-canon update the clone's appearance will update with any changes in an instant as if by a quick camera cut.
