Hi! It would depend on who they were hoping to fool. Characters can create a false network identity (fake name, username, etc.) to mislead other player characters, but they won't be able to deceive LIEs or Duplicity officials. There is also no penalty for simply sending messages under another name unless the content of the messages also violates Duplicity laws.
