It's common knowledge in the sense that characters who have been in game for a while may have figured out from their own experience that LIERs don't get pregnant and they can pass that knowledge around. It is not covered in Orientation or otherwise communicated to them officially by LIEs, nor is the method of birth control known to them. They aren't given medication or implants or anything like that.
