We don't wish to restrict players in how they play, necessarily, which is why the city authorities usually react when there are Dom/Dom public displays of affection. If you'd like her to receive a punishment to limit who she makes quota with, you can include that in the citation request. If not, the Mod Team can handle that request, too.
