The Duplicity government does not recognize weddings the way that characters do. Therefore, the name they retain with the government will remain the one they arrive with.

This is also why characters cannot hide their "true" names from the government, even if they were to go by another name with characters in game. Roman can choose to tell other characters about the name he wishes to go by and insist they call him that, but the in-game government will not recognize it.
